What if the make up expired already?

Before I went online and bought a Mary Kay tinted moisturizer from two different seller and they both expired already. I first thought that no one buy it from them so they forgot when it will expire but turns out a lot of people on eBay still sell their tinted moisturizer even thought it already expired. This tinted moisturizer contains SPF20 and one of the seller told me that the expire date is only for the SPF part, but the moisturizer itself still works fine. Is that true? I always thought that once the make up expired then the whole thing expires, but there's different part of the product that expire? Some of the product I saw on eBay already expired in 2008 and they're still selling it, the price that they say is not cheap too.
